SUITABILITY: One is an absolutist who maintains control over her demeanor and actions at all times, despite the world and her very existence conspiring against these things. Given the razor sharp line she walks between balancing extreme desires (an unending sex drive, a need to do things alone, her consuming hatred of Zero) and the good of humanity (her self-sacrificing nature, her attempts to be a just ruler, her drive to help others), I think a situation like Slumscape could lead to very interesting developments - in both directions.

I don't think she necessarily believes that intent outweighs action and outcome; if it did, she'd almost certainly be more forgiving of Zero's murder of her sisters, since her intent is the same as One's. The point here is more that she has done what she believed was right, even if parts beyond her control led to disaster, and that this justification means the okami and her should be on the same side. (And if the outcome of her actions was immense enough to frame her as a threat instead, she would justify killing the okami as well.)
It's yet another rationalization, and a fairly sensible one, as to how she isn't entirely tainted by the failures of her previous attempts. She's quite good at that. That said, she's also fully capable of self-reflection. In her last diary entry, she notes that she intends to head to her grave with the knowledge that for all the good she tried to do, she is responsible for the deaths of her sisters:
...where did I go wrong? ...were my motives not pure? It matters not. Zero is coming for me, and it seems my punishment will be to die with such doubts in my mind.

● Your character finds an injured okami deep in the woods. Its leg is broken, trapped under a fallen tree, but it’s clearly in good health otherwise. They know this type of youkai is able to discern the morality of their past actions, and can turn hostile to them based off that judgment. What do they do?
One wastes no time in assisting the youkai. While her actions were far from perfect, and the outcome was catastrophic, she believes - she knows - that her intentions were pure. Even if she were attacked and forced to put it down, she would still believe it was the right course of action.
● Your character's worst enemy asks to meet alone by moonlight in a remote location, to discuss temporarily banding together against a larger threat. How do they respond to the invitation?
She goes alone to meet with them, fully expecting to fight to the death. If something good may come of it, she must hear them out - and if nothing good comes as she expects, then she will kill them then and there. The choice is clear.
● Your character has the option to lead a rampaging oni away from path where it would find and attack a lone, inhabited farmhouse. However, the only road they can distract it down leads to the city, where it will inevitably do more damage. What do they choose to do?
Given any choice, she would attempt to kill it herself - she is the most capable, after all, even at heavy risk. However, if there were truly only the two options, she would lead the oni to the farmhouse and accept the few deaths on her own shoulders. A ruler knows when a sacrifice can be the kinder option; sometimes, cruelty is necessary in keeping an even hand.
● A shrine of a powerful god offers your character a unique boon crafted to overcome the biggest challenge they’re currently facing. In return, it only asks to be able to possess your character for a 24 hour span of its choosing, which they will not necessarily get warning for. How do they feel about the exchange, and more importantly, do they accept it?
One would not accept the boon, full stop. 24 hours is an untold length of time in the hands of someone who knows how to use it; the loss of control outweighs literally any benefit she might gain. Even past that, though, the truth is this: she must be strong enough to rise to her own challenges, not to rely on handouts from higher beings.

We'd like to see a bit of expansion on One's morality as referenced in the first question, where it's implied she believes the goodness of intention outweighs action and outcome both. Do her feelings on the results at any point come into conflict with the core of her belief, for instance? What about her expectations, as mentioned in the answer to the second question? (These specific points are just examples of potential ways to elaborate, and are not necessarily requirements.)
